突发公共卫生事件下防疫知识国际分享研究

中文摘要
加强新冠肺炎疫情防控国际合作是发挥中国负责任大国、推动构建人类命运共同体的重要体现。知识转移理论是探究突发公共卫生事件防疫知识国际分享内在规律的基础。文献和案例的演绎与推演表明,防疫知识国际分享具有利益一致性、时间紧迫性、目标二元性、应用场景性和主体独立性5个基本要求;国际组织规则、行业国际规则、文化距离和技术距离是其重要的正负影响因素;人员派遣、设备输送、科研合作和大众媒体是4个主要沟通交流渠道,其中人员派遣是最为有效的一个渠道。动态化"双中心"防疫知识国际分享体系模型的首次提出,对于中国经验分享,加强各疫情国的国际合作,应对突发公共卫生事件具有重要的理论和实践价值。
