To meet the need of constructing a remote surveillance system within the oppositional environment,the Architecture of Goal-Oriented Rebuild able Agent(AGORA), which combines the characteristics of reactive and deliberative architecture of agent, was proposed. It consists of environment perception unit, self control unit and acting unit, and its acting module can be replaced under the given situation. Through the detailed analyses of working procedure, lifecycle planning, working state transformation, environment perception and action decision making of the agent, a model was presented for the agent to evaluate its safety situation for its survival from the threats. Under the Windows operating system, the software of anti-virus, host-based firewall, network monitor and process manager were selected as the threats to the agent, and the degree of its influence was judged depending on each process’s status to verify the model. The architecture of the agent and its safty situation evaluation model to evaluate its safety situation have great values for the development of agent-based remote control system under the counteracting environment.
