Arriving Aircrafts Scheduling within reason in a traffic jam is one of the prevalent methods in air traffic flow management. Aiming at serious flight delays caused by increasing air traffic demands, this paper presents an Arriving Aircrafts Scheduling Model Based on Push-back and Swap. First, considering to make full use of vacancy between aircrafts and reduce delay, the Push-back method is introduced; Second, the model uses the delay factor and the cumulate arrival factor to define the swap rule, and provides two parameters to accommodate the influence of total delay time and total cumulate arrival time; The simulation and true data of flight plan was used to test the model many times and to confirm the optimization result of the push-back factors and parameters. Compared with the FCFS, the results validate the flexibility and optimization of this model.
