Time, quality, cost and service are the key factors that affect the competitive power of modern manufacturing. Therefore, it is necessary to design a reasonable and high efficient optimal disposition tactic of manufacturing resource to respond user’s manufacturing resource requirement. In this system, UML was used to classify and model manufacturing resource, WSDL was used to description and encapsulation manufacturing resource. The model and tactic based on Secondary fuzzy comprehensive evaluation was presented to optimal allocate manufacturing resource. Finally, an example was used to describe the whole course of resource optimal allocation. The results show that the system can search the optimal resource node which meet the evaluating indicator of time, quality, cost and servece in user’s manufacturing task.
