徘徊在理念与政治之间:20世纪英国工党的苏格兰政策探析

中文摘要
自从工党成立以来,其苏格兰政策经历了多次变化,政策的演变与其国家观念的变化密切相关。与其国家观念的演变相对应,工党的苏格兰政策可以分成三个发展阶段:1930至60年代是观念与政策的同步期,70年代是观念与政策的冲突期,80至90年代观念与政策再次趋同。从工党围绕苏格兰放权问题前后政策的演变历程中,可以发现其在国家理念、苏格兰政策与现实政治之间纠结、徘徊的复杂关系。
