In order to satisfy the requirements of functionality and security requirements for electronic tendering,an identity based sealed tender scheme was presented. Every tendering was supervised to prevent collusion by multiple third parties. A readable and globally unique identifier as a public key was applied to achieve replay-attack resistance. To achieve the relative privacy, the links between tenders and the corresponding tenderers were concealed, but the tenders were not concealed. Price flexibility and rule flexibility were implemented to meet the complicated tendering condition. The analysis showed that the scheme is a feasible and secure solution for electronic tendering.
