Under the influence of GDOP(Geometric Dilution of Precision),the localization noise of MLAT system relate directly to target's geometric position, which will degrade the performance of traditional test method. This paper proposes a test method of target stationary/motion state in the airport surface for MLAT surveillance system. The proposed method is able to eliminate GDOP effects and its carry on motion states test by constructed the normalized statistic that works on the principle that when target are moving, the normalized statistic has a noncentral distribution, versus a central Chi-Square distribution when there is static. Then a test method using sliding window is put forward in order to meet different performance requirements. The proposed methods in this paper are rigorously derived and analyzed in detail. Simulation results prove the effectiveness and rationality of proposed method. The proposed method has been applied into an airport project.
