The composite solutions were prepared by mixing the titanium dioxide sol in N, N dimethyl formamide (DMF) with the polyacrylonitrile (PAN) solution of DMF. The well-mixed solutions were then casted in a polytetrafluoroethylene mould to form membranes. After pre-oxidation and carbonization processes the carbon/nano-TiO2 composite catalytic materials were obtained and characterized. The results showed that the anatase TiO2 particles in 10~30 nm diameter were dispersed and inlaid in the carbon matrix with turbostratic graphite structure. With the increase of TiO2 content in PAN basement the surface TiO2 content of the composite membrane increases and the particles scale also increases. But the surface TiO2 content of the composite membrane is lower than that in interior. The turbostratic graphite hinders the phase transition of anatase TiO2 to rutile.
