Resources and environment bearing capacity evaluation is a significant part of the state planning for post—Wenchuan earthquake restoration and reconstruction. The paper introduces a evaluating method based on water resource、environmental capacity and land resource. After analyzes the changing trend of resources and environment after Wenchuan earthquake, the evaluating method has been applied to calculates the population bearing capacity of resources and environment of 10 counties in area hited by Wenchuan earthquake. It is concluded that the population bearing capacity based on resources and environment in area hited by Wenchuan earthquake in 2010 is 132.5－140 million. For meeting well-off standard the population bearing capacity in 2020 is 99.5-106.5 million. It takes the in-situ reconstruction as the key point for post—Wenchuan earthquake restoration and reconstruction, without immigrates massively. The paper discusses the counter measures of solving conflict of the man－land relationship. The evaluation provides a cogent support to the reconstruction planning and plays an utmost important role in improving the scientificalness of planning and decision—making．
