One of the prevalent methods in short-term air traffic flow management is Ground-Delay Programming. Serious flight delays will be caused by increasing air traffic demands. To solve this problem,a Random Ground-Holding Model Based on Grouped Scheduling was proposed.Considering the rationality of the successive tasks flights scheduling, the Grouped Scheduling method was introduced. The interdependent influence of arrivals and departures was considered in the model.With the different object of successive tasks influence,delay time and the delay cost, the model provided three factor to define the priority.The model introduced the random variables, with the dynamic characteristics of weather. The true data of flight plan was used to test the model many times. The results validated the flexibility and practicability of this model.
