A new approach of natural disaster risk degree assessment, Set Pair Analysis Method (SPAM) has been suggested. The method takes the fuzzy of grade standards into full account and avoids the values of discrepancy uncertainty coefficient. It is simple for concept, calculation and application, and the results of evaluation are feasible. The natural disaster risk degree assessment of all provinces in China has been researched. The results have shown that the presented method is satisfied.
