中文摘要

为了科学的将南水北调东、中线工程置换黄河下游引黄地区的水量重新分配给上、中游地区,在分析TOPSIS计算方法的基础上,提出了它存在距离理想解近的方案也可能距离负理想解近的问题,引入 “垂直距离”来代替欧氏距离,对TOPSIS模型进行了改进和应用。通过计算黄河上、中游各地区分水指标与理想解的垂直距离来反映需水程度,从而可以得到各地区的再分配水量比例和大小,为黄河上、中游地区水权分配提供决策依据,有效地缓解黄河流域水资源供需矛盾。

英文摘要

In order to scientifically allocate replaced water from east-route and mid-route of the South to North Water Transfer Project, which is allocated initially to downstream regions of yellow river,and again to the upstream and midstream areas, based on analysis on TOPSIS,this paper pointed out the problem that short distance may be coinstantaneous between the scheme to ideal solution and that to opposite ideal solution. “Vertical distance” is proposed to replace Euclid distance, at the same time, TOPSIS model is improved and applied. Through calculating distance between allocation water indexes of upstream and midstream areas of yellow river and ideal solution, the percentage and the amount of allocation water can be gained. The outcome can be used to provide decision basis with allocation water proposed in the paper.And the study result is important to mitigate inconsistency between supply and demand in yellow river watershed.
