美国对菲律宾的占领和统治深受当时美国社会流行的"文明意识形态"的影响。根据这种文明意识形态,菲律宾人是"半文明"人,需要接受先进的文明;占领菲律宾是"扩张文明"的行为,而非帝国主义掠夺。这种文明意识形态还导致美国在菲律宾推行"文明化"和"美国化"的政策,采取与英、荷、法等国不同的殖民方式去统治菲律宾,并因此为菲律宾后来的独立打下了基础。
