灾害应对中组织网络的适应性发展策略研究

中文摘要
基于自然灾害发生及后果复杂性所导致的治理困境,应用社会网络相关理论及分析方法,解析表征现实情境的自然灾害应对组织网络实例,分析中国自然灾害应对组织网络的适应性发展过程,深入挖掘网络成员构成、网络目标设定及网络关系结构对灾害治理效果的影响。研究发现,具有道德高度且惠及长远目标将有利于网络内成员间的互动合作;网络成员多元且彼此间存在恰当的关系联结的网络将有利于应对未知的灾害后果;适当集权与分权的网络关系结构是保障网络有效且稳定的关键。
