阿巴拉契亚地区的文化与美国主流观念有些不同,它孕育了居民的人生观和价值观,即极端个人主义价值观:特立独行,缺乏竞争精神与合作意识;人生观上的宿命论:惰性无为,眷恋家庭;传统政治文化:认同精英权威,妨碍公民意识养成;宗教上信奉基督教基要主义,导致居民价值取向固守传统。其文化价值观作为一种无形的道德规范,制约着居民行为,进而对阿巴拉契亚经济社会发展产生消极影响。

①1965年《阿巴拉契亚地区开发法》将阿巴拉契亚地区的范围划定为从宾夕法尼亚州至亚拉巴马州的11州360个县。到2008年扩大为13州420个县,面积53万平方公里,人口2360万。
②美国主要有5种观点:其一,遗传决定论。约翰·菲斯克在《老弗吉尼亚人及其邻居》一书中提出“祖先遗传论”,认为阿巴拉契亚人的祖先是白人契约奴和罪犯。其二,环境决定论。威廉·G·福斯特在《南部山区的当代古人》一书中认为,阿巴拉契亚贫困是地理环境闭塞所致。其三,人口决定论。鲁珀特·范斯、威廉·布拉德利认为阿巴拉契亚贫困的根源是人口密度过大。其四,文化决定论。杰克·E·韦勒在《昨天的居民:当代阿巴拉契亚人的生活》一书中,列举了阿巴拉契亚地区文化与美国主流文化的差异。其五,国内殖民地论。哈利·M·考迪尔在《黑暗降临坎伯兰高原》一书中认为,阿巴拉契亚的土地和工矿企业大多数被外地业主控制。
③如公理会牧师约翰·C·坎贝尔(John C.Campbell)在1896—1919年到阿巴拉契亚地区传教和考察,1921年出版了《南方高地人及其家园》,首次详细阐述了阿巴拉契亚人对宗教信仰的虔诚,生产方式的落后,文化观念的保守。
