关于政治腐败效应的争论──国外政治腐败研究的文献评述

政治腐败效应是一个有关政治腐败与政治发展、政治衰败之间关系的重要问题，长期以来一直存在不同意见的争论。国外政治腐败研究的文献表明，有关政治腐败效应的争论先后经历了传统政治腐败效应观、修正派与后修正派三个发展阶段；传统政治腐败效应观把政治腐败视为政治衰败；修正派在理论上给予政治腐败效应重新定位，认为政治腐败可以导致发展中国家的政治发展；后修正派对修正派的观点作了批评和补充，重新将政治腐败看作是政治衰败，本文批判总结了国外政治腐败研究文献，指出以简单化的正负分明的发展观不能有效分析政治腐败效应的复杂问题，并提出一种综合性的理论分析框架。
