在公共健康实践中,自由主义将个人权利置于公共健康之前,并将公共健康视为个人的一项积极权利,从而得出以保护个人权利为促进公共健康的最佳途径这一结论。保护个人权利的确是成功的公共健康政策措施所不可或缺的。从个人权利的视角考虑公共健康问题,扩大了公共健康人员的视野,这有助于更好地应对全球的公共健康挑战,也有助于扩大对个人权利的思考与实践。
