印度技术移民与劳务移民的比较研究

印度独立以来的海外移民主要包括两种:一是向西方发达国家的技术移民,即通常所说的印度"人才流失"问题,二是向中东产油等国的劳务输出。在印度经济社会发展的不同历史时期,两者的地位与作用各不相同,印度国内的态度和政策也大相径庭。通过对印度技术移民与劳务移民的比较研究,能进一步理解印度海外移民政策重心转移的内在动因和机理,从而为我国新时期移民政策的调整提供借鉴。
